In terms of single card moves. To move a stack requires a large number of
single card moves, disassembling and reassembling the stack. If you want
to make the fewest single card moves possible, it's almost always not
worth reassembling a stack just for the sake of moving a nice, neat stack.
You can usually put those cards elsewhere, or leave them in the free
cells for later.
