It's never necessary to solve a given (solvable) initial board*. There
are positions where you can prove that although you _can_ move a card out,
you should _not_. If you do move a card out in that case, you lose
(meaning, you can't win without putting that card back into play). So I
would class this type of move as an "undo", a cheat.
* This is a circular definition, of course. For a given board that is
unsolvable, adding an extra freecell can make it solvable. Being able to
take a card out to the foundations and put it back later is like having an
extra freecell, except it's a very constrained freecell (you can only put
one specific card there at any given time). Quite possibly, there are
some games that can only be solved with 5 free cells that could be solved
with 4 plus this constraint. But very, very few, I'd guess.
