Probably because they were instructed to only use freecells to break apart large "moves of mass destruction".
If freecell is open -> move a card.
If column is open -> move a card from a FC to a COL.
Else -> whine about it.
It's all about the formula (CC+C)/2 + FC + F + 1, the largest run of cards moveable with C empty columns and F empty cells. You don't need to worry about breaking down combos if you use the formula, but the cost is that you don't get to see all the cards move around in a flurry.
