Yes, I found it's the case in the trunk version of Freecell Solver as well.
After investigating, I found the problem was that the unlimited_move
indicating was not honoured in case the empty-stacks-filled-by was anything
except "any". So for example the game was solvable without "--empty-stacks-
filled-by".
As I discovered this bug also affected Games-Solitaire-Verify and I had to fix
the latter, and then add a test for FCS using it to to test for this
behaviour.
Now, the SVN trunk can solve it and it will be in the new version of Freecell
Solver, which I hope to release soon.
