I suggest you give PySolFC a try:
http://pysolfc.sourceforge.net/
It has a very good integration with Freecell Solver (fc-solve) and its
developers provide a self-contained Windows package with everything, including
fc-solve.
If you're interested in using FreeCell Pro with the latest Freecell Solver,
you'll need to rebuild it. You can find the sources here:

Adrian told me once that he forgot to include a required file there, so you
may need to ask him about it. I no longer recommend using FC-Pro due to the
many issues it has and in my opinion PySolFC is much better.
