The only problem with making ALL card –> home moves when available is that this makes a few games impossible to solve. There is a better rule for making “AutoMoves” than the MS FreeCell rule, and that usually trims a couple of moves off of a solution.

It appears that my program solves the PySol FreeCell's version, where all cards that can go to foundations are removed, so the moves count is different from MS FreeCell.
I did a quick pass on the 32000 FreeCell positions, and 2 positions require 10 moves:
