Correct. The point Gary was making is that the PySol rule, autoplaying every possible card to the foundations doesn't work, as it makes some deals impossible. If you want to record solutions without automatic plays to the foundations, you must use a form of safe autoplay which doesn't prevent any deals from being solved. This is discussed in detail in the FAQ on my site at www.solitairelaboratory.com. There is a more aggressive rule than what Microsoft FreeCell uses, which is nevertheless perfectly safe.
Actually, it makes more sense to me to count every move, so that a deal where all of the cards play automatically at the start would be 52 moves. Most deals would be in the 70's or 80's at least, I assume.
