I constructed a Baker's Game deal that is impossible with nine freecells:

It is winnable with ten freecells; it may be possible to construct even more difficult deals. One thing that seems to increase the difficulty factor is to have columns where the front card is of the same suit and one higher in rank than another card in the column (the kings all have a queen of the same suit in the column, and similarly for the jacks and tens).
